St. Thomas is the most densely populated of the three U.S. Virgin Islands and the main gateway for visitors. Most stayover travelers land here, most cruise ships dock here, and most of the territory's shopping, dining, and nightlife is on this island.
St. Thomas is allowed up to seven dispensaries — the deepest bench of any island. The Office of Cannabis Regulation has approved the first wave of operators, and they're working toward opening day. The first legal retail sales are expected in 2026. Until then, adults can legally possess cannabis on the island, just not yet buy it from a regulated shop.
For cruise passengers, the constraint is time. Visitors are ashore for hours, not days, and a purchase made on St. Thomas cannot legally travel home or to another island. Any plan that involves cannabis on St. Thomas has to start and end on St. Thomas.
