St. John is the smallest of the three U.S. Virgin Islands at roughly twenty square miles. About sixty percent of its area is the Virgin Islands National Park — federal land, where cannabis licensing is not available and federal drug law still controls. There is no airport. Visitors and residents ferry across Pillsbury Sound from Red Hook or Charlotte Amalie, usually to Cruz Bay.

St. John is allowed just three dispensaries — the smallest pool in the territory. The Office of Cannabis Regulation has approved the first wave of operators, and the first regulated retail sales are expected in 2026. Adults can already possess cannabis on St. John; the regulated shops are still on the way.
