
Two cultivation scores dropped 150 points between OCR's published lists, with no notice explaining the change
OCR's cultivation approval list dated July 8, 2026 shows The Harmony Collective at 830 and TDD at 650. The October 16, 2025 list put the same two applicants at 980 and 800. The revised list replaced the artwork on an older post rather than getting its own announcement.

As of August 7, 2026. The Office of Cannabis Regulation has published two versions of its approved cultivation applicant list. The first is dated October 16, 2025. The second is dated July 8, 2026. Twelve of the entries carry identical scores across both. Two do not.
The Harmony Collective is listed at 980 points on the October 2025 notice and 830 on the July 2026 notice. TDD LLC is listed at 800 on the October 2025 notice and 650 on the July 2026 notice. Each figure moved down by exactly 150 points. OCR has not published a notice explaining either change.
The two lists, side by side
Both notices carry the same header, “Public Notice: Approved Cannabis License Applicants and Scores,” and both cite the Virgin Islands Cannabis Use Act and the territory’s cannabis rules. The body language is identical: the list “reflects all applicants who have successfully met the approval threshold under the merit-based application process established in Section 777-12 of the Cannabis Rules and Regulations.” Scores are out of 1,000 points.

The July 2026 list runs to 14 entries against the October 2025 list’s 13. The addition is 340 High Grade on St. Croix at 850 points, which brings St. Croix to eight approvals and the territory to 14. That total matches the count OCR described in its February 24, 2026 supplementary commercial applications notice, and it matches the first cultivation round as previously reported.
MDC Cultivation appears as MDC Farms VI LLC on the July 2026 list at the same 740 points. Shoys Growers and The Harmony Collective both gain an LLC suffix. Those are naming changes, not score changes.
The ordering detail
The October 2025 list is sorted by island, then by descending score, with one exception. The Harmony Collective’s 980 sits below Loud Bhang Farms at 940 and above Shoys Growers at 815, which is out of sequence for a descending sort. On the July 2026 list, the same entry at 830 sits between 340 High Grade at 850 and Shoys Growers at 815, which is in sequence.
TDD is the only St. John entry on either list, so its position carries no sorting information either way.
Where the revised list lives
The July 8, 2026 cultivation list is not attached to its own post. It appears on an OCR post dated February 24, 2026 and titled “Commercial Applications 01-13-2026.” The image file itself is stored in OCR’s July 2026 upload directory, which places its addition roughly five months after the post it sits on.
By contrast, the manufacturing approvals carrying the same July 8, 2026 date got a dedicated post on August 4. A reader tracking cultivation scores through OCR’s news archive would see a February post and no indication that its contents changed in July.
What is unclear
OCR has not stated whether the July 8 figures correct an error in the October 2025 notice, reflect a re-score, reflect a deduction applied after the fact, or reflect something else. The notice language is identical in both versions and describes neither as a revision.
The 150-point figure is the size of several individual scoring components in the Rules and Regulations, where the cultivation and manufacturing rubrics each allocate 150 points to categories including the business plan, the operations plan, and premises suitability. Whether that arithmetic is related to the change is not established in anything OCR has published.
Also unaddressed: whether either applicant was notified before the revised list posted, whether the change affects conditional license standing, and whether an applicant may contest a published score under the administrative appeal provisions at Section 777-38.
What to watch
- Any OCR notice, corrected posting, or Cannabis Advisory Board agenda item that addresses the revised figures.
- Whether the dispensary approval list from January 2026 is also re-published with a July 8, 2026 date.
- Whether The Harmony Collective or TDD files an administrative appeal, and whether OCR posts the outcome.
- Whether OCR dates and versions future score lists, which would make changes like this visible without a side-by-side comparison.
- The September 15 close of the second-round application window, which will produce the next scored list and show whether the publication practice changes.
